I have found a number of these. Its a Victorian (1800s) brass strap distributor for a horse drawn plough.

Thanks all ... In the late 1700's the house and land was a 300 acre farm. It evolved and have an American Revolution leader residing there with his family. Any other thoughts? GD

Glad you cleared it up, I knew it was something to do with horses, but guessed the function wrong. I have seen a number sold on ebay as sword hangers but always knew it was horse related due to the number I had found in my fields.
