Dug this today on hillside of an old cellar hole. Any ideas on this guy? Age range? Thx!
 

Possibly handles pushed down to regulate flow and/or "snapped" over for continuous flow.And might be for some application that needed a sudden constant flow of whatever came out of spigot.

Hello pa-nc. Your find is very interesting to me. I found a spigot like it at a 19-teens site a few years ago but never ID'd it.

Looks like you found the same model as the one I found. I tried googling "Pinch" and "butterfly" valve and spigot. Pretty much what VP Navy helped out with pops up, nothing more. Has me wondering what use this was for vs the standard screw or twist valve variety. Thinking farmers who needed quick bursts of high power water, not for filling buckets or controlling flow, don't know?
