It is something from a counting device. The gear or ratchet on the side tells me that. put a few more pictures from different angles and add a coin for a size comparison. I do think some type of clock part.

But I will venture a guess, it could be a spool off of a small come-along, the hole would be where the cable would be anchored.

I also was thinking of an old typewriter. Like when you roll the paper into place and each ratchet would move the paper one line. There are so many different things it could be from.

Maybe part of a spring-loaded screen door hinge. The hole in the side is where the spring connected.

While ratchet strap/comealong or fence tensioner do look similar, this item is brass I believe. Not sure if either of those applications would use a soft metal.

My mind went to a small fishing reel spool, tie the line in the hole ratchet to turn brass to resist water… but I’m just guessing
