✅ SOLVED Brass Twins

These were found on separate occasions but in the same area. They appear to be made of brass and are identical. They are both threaded on the inside of the end with the big opening. They also have a small rounded opening on the top with 4 triangular shaped holes/openings on the sides near the top. What are they ? Any help is appreciated, thanks for looking.

Might also be part of an old steam whistle.
