Brass Whatchamacallit

Dug this up in a school yard. It's 2" in dia., and externally threaded. It looks to me to be a foot of some kind.

Mojjax, thank you for that ID. I've seen a few other dug ones, usually in miscellaneous junk boxes at relic shows, and wondered what they were. Now I do know, with reasonable certainty.
