It's not a wire insulator..brass is conductive.
I'm thinking a part from a fire hydrant. Could you take a pic with something beside it for a size reference?

so, who solved it and what is it. pretty sure it's not from a hydrant, I've rebuilt many when I worked for a county water authority.
