Bronze medallion with the Seal of the United States

I found this at an old ghost town site. It appears that someone has drilled a hole in it for some purpose. Is this a medal of some sort?

Keyring fob or horse brass. No idea about the hole.Shot with a .22 maybe?

Yes, watch fob. I found one that's 925 silver, US seal, Tiffany design, circa 1900. Very similar to yours. Nice find. Too bad about the hole. Makes you wonder what people are thinking.
