I agree with 4-H. Far as I know, I think these buckles date back as far as the 1850's. I think there wasn't a lot of change in design in horse harness buckles from 1850-1900, but someone else on here might know better than I.

Nice find. Should clean up with electrolysis. Once you get the crud off you should be able to tell if it is blacksmith made, meaning it is even earlier.

Oh, and it takes quite a while for an iron buckle to get caked like that. 100 to 150 years old is my guess.
 

I'll go with the horse or?theory also.Looks like it would be for too narrow of strap for it to be for pants of that era.
 

I agree, I have found several at Cav camps CW period.
