buckle id help

My hunting buddy found this. It looks to me like boyscout or something. Non magnetic and marked silver plated. If ID'd can anyone ballpark the age for him?

It is no money clip. The back swivels and looks like an old boyscout tie buckle or whatever they are called. It doesn't swivel down enough to hold money
