Too complicated for a buckle. Looks like the "22" is mounted in a metal frame and the whole thing was attached to something. Sort of like a badge or emblem.

Are we sure it's 22? From the other side, it's SS. Which is the front??

After looking at this thing for several minutes it appears what looks like the number 22 is maybe not a number at all.It could be just a part of the frame structure.some sort of strap slid under the two curved `pieces and the 22 is covered there fore just a sapport for whatever slid thru.Just a guess maybe astrap tightner of some type
