That's a Norma reloadable (Norma Re) brass cartridge case, boxer primed, probably 6mm x something.

Looks like 308 or 300 savage, but because the primer has been removed for reloading it could be any of a number of wildcat or commercial cartridges ( for example I have expanded 270 brass to .30 cal and reloaded to 3006)... Case length and diameter past the shoulder are needed...
