Bullet making Lead?

I've found plenty of Lead before, usually what's left of an Ingot or whatever they are called, but I've never found this style, where it is folded up like a pretzel. Just wondering if this was a common way of packaging their bullet making material. Has anyone seen this style before or is it something entirely different?

The larger piece looks like the way I get lead for casting from junkyards. It's what happens when plumbers used to seal household cast iron sewer pipes with lead.

Don't know about the folded up pieces, but the one on the left looks like it was used for a backing when drilling or punching holes (in leather, perhaps?)
