button and a ?

Found today in NC by my 8 year old. I'm thinking the stars were possibly Jeans or overalls button but the other I'm clueless. The bottom has US there is a shield in the middle but the top is really hard to make out maybe an x e p out of maybe 6

the button with stars is from WW2 US fatigues

Thanks for the info. I think the other one says exempt across the top and us under the shield
