Its a US Army Great Seal button. The backmark looks like Waterbury.

WATERBURY BUTTON CO. * 1849-1965


All Great Seal Army buttons are post 1902. Because its the rim type makes it after World War I and with this backmark makes it sometime before 1965. Its most likely a common World War II era Army button.
