So I found this coin roll hunting I don’t know if it’s missing a layer of something or what is going on but it’s odd because it’s shiny in the middle on both sides and on front side the letters are a little bit dim thanks for any help

It just appears to be a coin that's has environmental damage and the center has been rubbed or polished to remove the damage. Definitely didn't come from the mint that way.
