Something related to quartz is quite likely, can't say much for sure though.
Can a knife scratch it?

Where did you find it. it is either naturally river tumbled. or through the use of machinery produced the same affect. most of that is a form of quartsite sold as river rock by the bag.

Looks like Quartz with small strands of tourmaline.. (black Areas)
