Can you remove copper-nickel from copper, or....?

I think some one very creative removed the outer layer of copper-nickel, but how? Maybe I'm wrong and it's an error? I can't imagine it floating around since 1979? Any thoughts?

I tried to get a better shot through a loupe, I hope it worked.
