Canadian One Cent minted in 2 different metals????

I dug both of these coins cause thats what we do. When I cleaned up the one on the left I found what you now see.
Can anyone tell me why they minted the 1916 one cent in two different metals??

It might have been a medallion strike which i have heard of with other coins.
