🔎 UNIDENTIFIED Candlestick holder or something else?

I found this item on the grounds of our county’s historic courthouse that dates back to 1828. There is a break at the area with the red arrow pointing to it and the circular cup section is 3/4” wide.

Yes. It’s made of iron. I’ve run electrolysis on it and protected with wax.
