Carbine sling buckle Sash buckle or Shoe buckle?

Found this beautiful buckle next to a Union officer Sword belt plate which I will post later. It's 3 inches by 2 inches. I had thought it was a shoe buckle but thought maybe Civil War related. Any experts out there?

Late 19th C, might be a sash buckle.
 
I would lean toward sash buckle. Definitely not a shoe buckle and I have never seen a carbine sling buckle with scalloped edges.
