Carnival Token?

I found this on some Fairgrounds that go back to the 1860's. Castle on one side and not sure on the other side. Slightly smaller than a quarter.

I am thinking old amusement token but could be wrong. any ideas?

Its the head of a genie on the one side,it's just in rough shape
