It's actually called a silent butler or crumb catcher.
 

It's purpose is not as told to the IP. It's purpose is to be used with another instrument (I'll call it a sweeper) that moves ashes and crumbs from on the table into this 'silent butler' and then the lid is closed to avoid spilling ashes/crumbs on those sitting nearby-- as the 'butler' is taken away.

My grandparents had one of these and I never knew what it was until now.
 

That particular one seems to be the most common. Often seen at thrift stores and yard sales.... I've seen no less than 50 or so but never one with the brush
