Appears to be a belt buckle and if from the Civil War is likely Confederate. It is similar to a Georgia Frame, but it is not one. It may have had a brass or iron tongue attached to the cross bar. Buckles similar to this were also made after the war. Hopefully someone will have a positive ID.
