Crusader is right in that the back will indeed tell the tale. It's a pendulum weight from a clock. Check the back and you may find a groove running top to bottom, where a metal rod was attached.

THANKS PBK .I WAS GOING TO POST A PICTURE OF THE BACK, BUT YOU NAILED IT. YOUR PICTURE EVEN SHOWS THE STARS AROUND THE TOP. YOU ARE RIGHT ABOUT THE GROOVE IN THE BACK. WHEN I DUG IT UP IT HAD A BENT NAIL LIKE ROD ON THE BACK. THANKS AGAIN. CHUCK
