Why would anyone want publicity for finding something like that?
 

CreakyDigger , It's British law to report any finds of this nature , failing to disclose such finds can result in jail time .

Well AFAIK in England there are laws there where any hoard is (pretty sure this qualifies) belongs to the crown, but the finder is usually compensated for it's value. Better than the state just claiming it and then suing you. I mean what would you do? melt it down for bullion?
