Civil War Game Piece??

Found this at a salt water beach location along with a number of civil war bullets. It has a couple rings on the bottom, so it looks like a flattened bullet attached to something else. Wondering if it is some sort of game piece because it's flattened. Any clues?

It looks like a Mini Ball that’s been in a fire and partially melted. I’ve found a number of these, I understand that the soldiers would use the wrapped rounds to start camp fires. Neat find!
