Not sure about bullets but that looks like a sheet brass plate with part for belt broken off, just my guess.

It does look like a Civil War period buckle. There were numerous plain plates used by both sides, especially the Confederates.

I found a plate that is somewhat similar to this one years ago. the plate was bent and on the backside it had two prongs that were bent also. The one I found was from a hillside adorned with Confetrit' trench's. I always considered this to be a Confetrit' piece since it was plain and had no markings and also the area from which it was found. Nice find of the buckle. Congrat's.
