National Seashores don't allow metal detectors but what about a Clam Rake. Sure it'd be a slow and a chore working a clam rake but it'd be legal. Ranger asks what you are looking for? Shells or Sand Crabs/Fleas. Oh OK, have fun. It might be as fun as Kip Wagner finding "Pieces of Eight" at the Green Cabin Wreck. Clam Rakes might be good elsewhere like a magnet is or for looking for old bottles on muddy lake bottoms. Possibilities are endless. Here are a couple of resources in case I just lit a fire in someone.
