The right person hasn't seen it yet. I don't know what it is or what it means, but it looks neat.

No idea what it is, but those are pretty clumsy representations of the lion and unicorn from the British Royal Arms with a not-very-accurate depiction of the crown used in Victorian times. Lots of companies (in both Britain and America) used this kind of imagery for pretentious marketing reasons and with enough stylistic differences to avoid infringement of Crown copyright.
There seems to be either a stylised letter 'T' or a pick-axe in a shield, so I would think you're looking for a company name beginning with 'T' or a tool manufacturer who used that pseudo-armorial as a logo in the 19th Century.

Great pictures... first impression is some sort of strap emblem.

Arms of the same design on a different item were posted to the Reddit Heraldry sub. The opinion there was that it was just a made-up design element and not a true coat of arms. I'd still like to try to find out more about who made it. I was leaning toward it being based on some kind of Spanish-American colonial arms.
