There are a lot of people out there that DON'T know that a steel cent ever existed. To them that gray looking coin is either foreign or counterfeit.
You will rarely find one in a $25 box because of the magnet of coin counting machines. Nice find either way

Find these all the time. The deathstar must repeal steel cents or something.
