Your find is a stamped brass rosette, with a lead alloy filled back. The "substance" is actually the lead alloy. There should be evidence of a couple brass or steel wires that would have made the fastening loop.

The rosette is actually post-Colonial, and circa around 1830's to 1860's. This would have been attached to leather on horse equipment.
