Colonial Latch find?

Found this at a colonial house built in the 1700's last week.
Seems to have a mounting hole in it and some kind of latching device.
It was made to be mounted and opened. Maybe something to cut something with like cigars?
But I think it maybe to small for that.
Any thoughts? Thanks for any help.

Not sure but it reminds me of a Shutter Stay/lock....so that the wind doesnt catch shutter and blow off or slam against house.....
