Compadre shaft to coil connection question

[HMS Beagle]

I was given a Tesoro Compadre and the coil does not stay put very well. I think its missing some rubber washers. I see the lower shaft is counter bored. I assume there should be 2 washers in there? If so does anyone know what size they are? Thickness is the important one, I don't want to break the ears off the coil.
