There are 3 inch connecting rods on small engines however this is a brass plumbing part for a toilet like vhs07 said.Yup, I should have looked closer at the ruler.

Many small engines had brass con rods, the Maytag engines for instance. Water pumps used brass to avoid rust, and remember these old engines had very low compression and ran low rpms. Also, brass is stronger than aluminum or babbit.
