🔎 UNIDENTIFIED Cool looking silver item ID needed

Got this pic today without any additional info depending size, weight, nor i got more pics other than this one. The decorated round piece is the cap of the cone shaped part.
I am completely lost what it can be.... Whatever it is it has a 19th C. look to me....
Any ideas?

I'm wondering if this is part of a sconce. If so, oil would be poured in and then absorbed into the clay part of the fixture. Which would then provide for extended light when lit. Since it would be mounted high on a wall, a way of extinguishing it, such as the plunger would be needed.

Just food for thought. This one is a puzzler.

I really think it has something to do with some kind of perfume dispenser. Call it pomander or whatever. The internal part looks wooden to me. Maybe cork? Something what could be soaked with perfume? Still not sure what the push button should be used for. I the moment i didn't see any other purpose.
