Is there anyway to date or ID these old spoons? Appears to be copper. Thank you

Gently clean it then look at the reverse for a maker's mark. That should help narrow the date range.

I found this in Georgia, I can't for the life of me read what this says or find anything that resembles it. Any help will be appreciated

This seems to be prematurely marked as 'solved'.

It's not copper, but nickel-silver (a high copper alloy with no silver content) which has been subsequently electro-plated with silver,. The mark reads 'N.S.CO, (for the National Silver Company) and E.P.N.S. (for Electro-Plated Nickel Silver) REINFORCED'. It's their 'Florence' pattern, introduced in 1930:
