This seems to be prematurely marked as 'solved'.

It's not copper, but nickel-silver (a high copper alloy with no silver content) which has been subsequently electro-plated with silver,. The mark reads 'N.S.CO, (for the National Silver Company) and E.P.N.S. (for Electro-Plated Nickel Silver) REINFORCED'. It's their 'Florence' pattern, introduced in 1930:
