PNW? is that a location? this could be any number of things including Chert or even a slag. See if it scratches with a nail or knife blade.

Ding, ding, ding. We have a winner. When I lived in Oregon, many rivers and streams had serpentine amongst the cobble. Most is not cutting quality, as much is either highly fractured or somewhat brittle.

Which river was it found near?
