The first 1909 pennies had the VDB on the back of the coin. About midway through the year they took the VDB completely off of the coin. In 1918 they started putting the VDB back on the coin under Abe's shoulder. So, in 1914 there was no VDB on the coin at all. After 1918 the coins again had the VDB. If there is no VDB under the shoulder the coin would have to have been minted before 1918 in a year ending with a four. That leaves 1914. The 1914D coin has often been conterfeited by taking a 1944D penny and removing part of the first four. However, this can be spotted by finding the VDB under the shoulder. I hope I havent confused you as much as I've confused myself. I suppose it would be possible to remove the VDB from under the shoulder but it would be very difficult. Good luck.
