counter stamped 8 reales

Bolivian mint mark, Fernando VII 8 reales. Could be associated with Mexican war of independence, perhaps Royalist counter stamp but not an obvious one. Less likely to be insurgent issue? Can anyone identify?

Assayers (PJ) were Pedro Prudencio de Esquerrenea and Juan Palomo y Sierra
Other than that, can't help with counterstamp.
