I would guess a metal vulnerable to salt water
 

Given it's condition, I don't know that I would attempt to clean it. You could mix Elmer's Glue and water at a 50-50 ratio and coat it using a small paint brush. JMO.

Probably pot metal. You can clean it, but, it will most likely remove the remaining plating and most of the detail.

Being that it is your first cross, I would just bag and tag it. When you gradually get a silver, and then a gold cross,, I would put all three in a small shadow box
