Crossed Derringer guns pin - military, police, WWI?

Here is another figural pin. It shows crossed derringer pistols. The pin is just over ¾" across, slightly domed, and has a stub screw post and buttonhole type screw backing.

Is this a police item? Or from WWI perhaps? I think the backing style would date it to before WWII.
