Cryptogram Help is really Cypher Code, Still need help!

Here are two pictures that go with the Cypher Code.
Does anyone know where either of these pictures were taken?
I have worked on this treasure for some time and have gotten 80% of the code figured out until I hit a block at the cypher code.

You got "80% of a treasure" ? What was that portion ? coins? gold bars? or .... ?

I have 80% of the treasure story figured out, not the treasure yet. I need to finished the 2 remaining parts that will then lead to the treasure.
