How big is it? Stamped brass or cast?
 

Yes, appears to be a vessel under sail, on a buckle. Nice find!I agree with Mackaydon.
 

Looks a bit flimsy to be a belt buckle. Maybe an inlay for one?
 

It looks like an old frame inset. The type one would see on the antique frame circa 1860-1880

The part found could be the backside to something like the below???

Do you see any attachment points on the back?
 

Here is one my brother Joe found many years ago. It is in slightly better shape with one hook on the back. If you look closely at the left side of the first image you can see where two hooks or maybe a bar was attached.

My brother found it. I wish he was here to tell us more about it. I will have to dig it out but, if I remember correctly it wasn't as big as the OP's.
