My internet or phone is really fighting me right now, judging by the semi blurry non fully loaded pics I would say that’s not cut it’s been chewed on, chew marks are usually in parallel pairs and around the edges. Cut marks are more random... again may change my mind if I ever get a clear picture
 

Neat piece. Looks to me like both animals and person made marks.
 

It's been chewed on by a rodent and most likely a squirrel or a chipmunk.

Here in Alabama, I've found many whitetail shed antlers that were gnawed by rodents--gray squirrels, fox squirrels and chipmunks are responsible for it in my neck of the woods. No mistaking the evidence they leave behind.
 

I found one rodent-gnawed antler that I saved and made two attempts at getting a few worth while pics. I was not 100% successful but will post them anyway.

It was gnawed on by critters , racoons coyotes fox and such. I find shed deer horns with markes just like that

Clark, for what it's worth, in the past I've brought home a lot of critter bones with the same marks thinking they were man made. it wasn't until a lot of bones became features in my rock garden that i realized live critters were the makers of the marks, not man. watching a squirrel or chipmunk chew on a bone like a dog is pretty funny.
