We have ben cleaning out my dads stuff since he passed and I came across this weird pennie any ideas is this a error or what ?

That is weird,try moving it to the coins forum,you might get more responses there.

It was stamped off center at the mint, a very desirable error coin. There's no date but we can tell by its design and apparent composition that it was made anywhere between 1959 and 1982.

It is an error coin. It's an off center error strike. As with most error coins, it is collectible.
