Article is Extremely Poor.
So far I Haven't Found a Copy with the Same title.
& too many words Missing to Be sure I Could Edit it Correctly.
However, I Did Edit the Obvious.
I Don't know Altoona area Enough to Guess Pect ? (Prospect ?}{not "in respect to"]
"Mysterious Lights were being flashed pect reservoir park"
though It does make enough sense to Post it as a Lead.
