Diving in a leased area question

I have a question for the more legal knowledgeable of us.

If someone is diving in an area that is leased, does the leased are cover ALL shipwrecks in the leased area, or is the area leased only for a specific shipwreck?

Basically I am wondering if a diver comes across a wreck in leased waters that isn't what was proposed in the leased area can the diver then apply for salvage rights bypassing the lessee?
