Because of a policy of only accepting up to $20 in change, court workers returned the money to Lynch. The county doesn't intend to pursue the matter, as long as Lynch pays the $271 in charges that now include late fees.

i wouldn't have accepted the 20.00 in change. That's just plain nasty.
 

I am with the urine man......Most tickets are not to fine people for doing something dangerous it's to squeeze every dime out of the taxpayer or simple to harass the driver because of how they "look" or what they drive. We have a serial home invasion burglar that has broken into a dozen homes while the people were home. Go after that guy, he's the dangerous one, not the guy going 10 miles over the speed limit.
 

he was speeding in a construction zone. if you obey the laws you don't get tickets.
if somebody expects sympathy for someone breaking the law, they're not getting it from me
 

Can the court not find a reason to order this guy to undergo psychiatric evaluation?

If you want to beat a ticket, do it the old fashioned way. Hire a lawyer that parties with the judges! Works for me!
