40 et 8 is a Armed forces veteran organization affiliated with American Legion. 539 looks to be a American Legion in Kansas Illinois. "Doc" Earl maybe one of the members? here is the wikipedia on 40 and 8 organization. Pretty interesting. https://en.wikipedia.org/wiki/Forty_and_Eight_veterans_organization
